FCoE is absolutely an evolution of existing FC and Ethernet environments. I'd like to clarify a point in your post - the T11 FC-BB-5 group is creating the FCoE protocol (which also includes the FCoE Initialization Protocol (FIP)), but does not create the enhancements to Ethernet - these are done in the IEEE 802.1 Data Center Bridging Group (http://www.ieee802.org/1/pages/dcbridges.html).
I'm not fond of the "FCoCEE" term that IBM sometimes uses. FCoE by definition requires a lossless Ethernet environment. There will be some time to mature the Ethernet environment and the definition of what makes up "CEE" will change over time. I believe that "FCoE" is a good term and that there is no "FCoE" without "CEE" and therefore the "FCoCEE" term is unnecessary.
Here's an introductory white paper that I wrote on FCoE - http://www.emc.com/collateral/hardware/white-papers/h5916-intro-to-fcoe-wp.pdf
